U.S. Lifts 40% Tariffs on Certain Brazilian Agricultural Goods

President Trump signed an Executive Order removing select Brazilian agricultural products, including coffee and beef, from the 40 percent tariff imposed under the International Emergency Economic Powers Act. This change applies only to the specific agricultural goods listed in the updated annex, and all other Brazilian imports such as non-agricultural and industrial items remain subject to existing tariffs.

Effective Date

The tariff removal is effective retroactively to November 13, which is the same date Brazil lifted its reciprocal tariffs. For context, the administration added the 40 percent emergency tariff in July on top of an existing 10 percent tariff, citing concerns over various Brazilian policies including the current government’s treatment of former President Bolsonaro.

U.S. Customs issued updated Cargo Systems Messaging Service guidance confirming the retroactive relief and advising importers to review and correct earlier entries for eligible products imported before November 20. Information on how to secure duty refunds is provided in the agency’s notice.
